There is a general discord among stakeholders on the definition of irregular warfare and where the term and concept fits within the joint and the individual servicesââ¬â¢ doctrine. The 2010 Quadrennial Defense Review report uses the term ââ¬Å"irregularâ⬠only once in its one hundred and five pages and only in terms of a focus on building the joint forceââ¬â¢s capability and capacity to deal with irregular warfare while maintaining a clear conventional and nuclear global superiority. Currently, the definition is ambiguous and results in conflict or duplication of efforts across Department of Defense stakeholders. For the purposes of this paper, the stakeholders discussed are the Army and the Marine Corps. Further, the players may involve state actors that employing protracted forms of warfare through proxy non-state forces using operational models and technological capabilities usually associated with formal states. Such diverse elements allows hybrid threats to exploit vulnerabilities with the exact capability to make them particularly effective. U.S. Army Doctrinal Publication (ADP) 3-0, Unified Land Operations, provides the basis for Army support of unified action by governmental and non-governmental entities through land operations. Army forces wage regular and irregular warfare against both conventional and hybrid threats via synchronized offensive, defensive, and stability operations, or defense support of civil authorities. Through Decisive Action, the Army the Army conducts warfare against conventional and/or hybrid threats, regardless of any joint doctrinal definition of irregular warfare.
